POSITION SUMMARY

The Grants Program and Procurement Manager is responsible for ensuring CareSouth Carolina effectively implements all aspects of the special-funded grant programs in accordance with funders’ requirements and to ensure CareSouth Carolina’s procurement procedures are followed. The Grants Program and Procurement Manager will coordinate specific program activities with the responsible designated staff; will establish and maintain effective monitoring, data tracking, and management systems for all reportable grant program activities; and will ensure compliance with procurement standards and lead work to keep CareSouth procurement policies and procedures up to date. The duties of the position include, but are not limited to:

  • Coordinates aspects of accounting activities for programs that use grant funds: Responsible for coordinating with program managers and finance staff for purchases made with grant funds. Will assist program managers with grant budgeting, as needed.
  • Serves as liaison and communication channel for financial activities of grant programs: Responsible for communication between the grant-funded programs and CSC executive management.
  • Ensures completion of monthly grant and program activity report for each funded program and forwards it to the CFI by the 10th of each month. Assists with the preparation of reports required by funding source.
  • Maintains working knowledge of standards and best practices in procurement of goods and services, particularly standards and practices required for the use of Federal funds by HRSA.
  • Ensures CareSouth’s Procurement Policies and Procedures stay current and reflect the standards and best practices in procurement. Ensures that all purchases of $15,000, or greater, made by CareSouth follow the organization’s procurement policies and procedures.
  • Assists Program Managers with procurement procedures, as needed, by assisting with gaining leadership and board approval, gaining competitive bids, and issuing solicitations.
  • Prepares a quarterly report of procurement activity for CareSouth’s Board of Directors.
  • Must hold all patient protected health information (PHI) and other patient personal information and agency information in confidence, in accordance with the Employee Confidentiality Statement.
  • Actively participates in and complies with all aspects of the Corporate Compliance Program, follows the CSC Code of Conduct, and obeys all relevant laws, statutes, regulations, and requirements applicable to Medicaid, Medicare, and other State and Federal health care programs.
  • Participates in special projects/observance of activities that promote improvements in organizational performance and/or advance the mission, goals, and objectives of CareSouth Carolina, Inc.

SKILLS/ABILITIES

  • Strong organizational and project coordination skills
  • Ability to interpret policies, regulations, and funding requirements
  • Excellent written and verbal communication skills
  • Experience preparing reports and managing documentation with accuracy and attention to detail
  • Ability to manage multiple priorities and deadlines in a fast-paced environment
  • Proficiency in Microsoft Office; experience with grants management systems preferred
  • Collaborative mindset with the ability to work effectively across departments
  • A valid driver’s license is required

EDUCATION/EXPERIENCE

  • An associate degree in accounting or a related field is required
  • 3–5 years of experience in grants administration, procurement, finance, compliance, healthcare administration, or a related field is preferred
  • Knowledge of Federal grant requirements is preferred
  • Community Health Center experience is preferred

HOURS

Monday-Friday; 8:30 a.m. to 5:00 p.m.
